It turns out he was having a few network connectivity issues and ran into trouble with BitDefender Total Internet Security 2013 - here's his note:

Hello Chris,
Just an update… I started having additional problems with my “New” Notebook.  I decided to uninstall Bitdefender Total Internet Security 2013 to see if by chance it might be the culprit.  It made a significant difference in performance and just by chance I decide to try re-installing Ceptara again and it WORKED…
I was so excited that I decided to upgrade to MS Office Pro 2010 and download Ceptara for Outlook 2010.  It installed without a problem and I love the enhanced features and especially the integration with OneNote 2010.  I use OneNote a lot.

So, my current configuration is a ASUS A43S Notebook with 8GB of Ram, Windows Ultimate x64, ESET Smart Security, MS Office Pro 2010 and Ceptara for Outlook 2010 and everything seems to be working great.  I still can’t update Windows Security Patches but I have been told it’s because awhile back I used a registry cleaner.  But everything else is working great and most important is Ceptara is back up-n-running.  Never, Ever, Ever, Give Up!

Hope that is useful for some folks.
