No access to buttons through Toolbar

One other issue cropped up.  I have noticed that the only button that shows in the toolbar is the Project Explorer.  When I right-click to Add or Remove Buttons, the OrganizerV3 menu is grayed out.

Toolbar button

Can you use the Project Explorer button?  That is, when clicked does it start the project explorer?
