how do I use time recordings?

I was expected that after I stop the timer it will update the "actual work" field but it doesnt. how shuld I use it?

If you're using the Task Timer from the regular Outlook TaskItem screen (i.e. the Planning tab) - be sure to record your time to the calendar, that will update the Task's Actual Work property.  And then save the task.

If you're using the 'Start Task' dialog (the small screen with the three circles) - same advice, record your time to the calendar using the Record Time button, that will update the Actual work property for the taskitem, and it will prompt you to save the task.
